Rights over water in a private well won't be limited to landowners alone. In a move that would alter the management of groundwater in the country, the government proposes to alter laws and make water a public property - controlled by Central and State Governments and local bodies like panchayats as public trustees.
This would give the community rights over ground water aquifers instead of just land owners who drill a well on their compound.
